There's a 3x gap between your worst and best redemption
Capital One Miles runs from 0.5¢ (Straight cash back (avoid)) to 1.7¢ (Transfers to Aeroplan / Flying Blue). Most people redeem at the bottom of that range without knowing it.
A $395 fee only makes sense if you work the credits
